The Integrated Programme, Explained — And Who It Actually Suits

What the Integrated Programme (IP) actually is, which Singapore schools offer it and what each leads to, how PSLE and DSA-Sec entry work, and an honest look at when the six-year commitment is — and isn't — the right fit.

Ask most parents what the Integrated Programme is and you'll get some version of "the smart-kid track" — a reputation before it's a mechanism. The actual mechanism is more specific and more useful to know: an IP student skips the national exam that every other secondary student sits at the Secondary 4 midpoint, and goes straight through to a pre-university qualification at the end of a continuous six-year run. That single structural fact is what everything else about IP actually follows from: the freedom, the risk, the schools, the six-year commitment.

This guide is for P5/P6 families weighing whether to aim for IP, and for families already in it wondering what they signed up for. We'll cover what IP actually is, which schools offer it and what each leads to, how PSLE and DSA-Sec entry into IP work, what changes day to day, and — because this is the part most marketing material glosses over — an honest look at when IP is not the right fit for a particular child, even a capable one.

What IP actually is

The Integrated Programme is a six-year course running from Secondary 1 straight through to the end of pre-university, without the national Secondary-level exam (the O-Level, now also referred to as the Singapore-Cambridge Secondary Education Certificate, or SEC) sitting in the middle of it. A non-IP student takes that national exam at the end of Secondary 4 (or 5), gets a result, and uses it to apply afresh to a junior college or polytechnic. An IP student simply continues at the same institution, sits no equivalent national checkpoint at that point, and takes their next external exam — the A-Level, the International Baccalaureate (IB) Diploma, or at one school, its own diploma — only at the end of Year 6.

That's the whole mechanical core of it. Everything else — the "broader curriculum" schools advertise, the different pacing, the six-year cohort identity — is a consequence of freeing up the time and pressure that would otherwise go toward preparing for a mid-secondary national exam.

Which schools offer it, and what each leads to

Seventeen schools currently admit students directly into IP at Secondary 1. Most lead to the A-Level; two — Anglo-Chinese School (Independent) and St. Joseph's Institution — lead to the IB Diploma instead; and NUS High School of Mathematics and Science, a specialist school, issues its own NUS High School Diploma.

A detail worth knowing: being an "IP school" doesn't mean every student there is on the IP track. Anglo-Chinese School (Independent), St. Joseph's Institution, and Methodist Girls' School (Secondary), for instance, each run a parallel O-Level/SEC programme alongside their IP track — so a student can attend one of these schools without being on the six-year through-train at all. Other IP schools, including Raffles Institution, Hwa Chong Institution, and Dunman High, enrol their entire Secondary 1 intake into IP with no separate O-Level stream.

A less commonly known detail: a few of these schools also admit students into IP laterally at JC1 rather than only at Secondary 1 — National Junior College and Temasek Junior College among them — so a student who didn't start IP at Secondary 1 isn't necessarily locked out of it for good, depending on the specific school and its own admission criteria at that later point.

One more structural point that matters more than it might seem: each of these seventeen schools designs its own IP curriculum. There is no single national IP syllabus and no shared IP textbook — MOE's own framing is that each school's programme is unique, built on its own strengths and character. Hwa Chong's programme is one well-known example among the seventeen, not a template the others are built from, and treating any single school's scheme of work as "the" IP curriculum misunderstands how the system actually works. In practice this means the specific school your child attends matters as much as the fact of being in IP at all — the day-to-day experience differs from one IP school to the next.

How you get into IP

There are two routes in, and they work exactly like the routes into any other secondary school — IP isn't a separate admissions system layered on top.

Through PSLE and Secondary 1 Posting. IP places are posted through the ordinary PSLE-score-based S1 Posting exercise, the same mechanism that posts every other secondary school place. Each school's IP intake has its own cut-off point, and because IP places are in high demand, those cut-offs sit among the most competitive of any programme type nationally. Indicative recent ranges (illustrative only — these shift most years) run roughly AL 4–6 for the most sought-after schools and AL 4–8 for several others, with Hwa Chong Institution and Nanyang Girls' High School additionally requiring a Distinction or Merit in Higher Chinese. Treat any specific number you see, including these, as a snapshot of a past cycle rather than a promise for the next one.

Through DSA-Sec. Direct School Admission is a real, commonly used route into IP, and IP schools are allowed a noticeably higher DSA-Sec quota than ordinary schools — typically around a third of an IP school's Secondary 1 intake, compared with up to a fifth at a non-IP school, with the exact proportion left to each school's discretion and varying year to year. A student admitted to IP via DSA-Sec still needs to meet the same PSLE minimum that gates DSA-Sec generally, and takes on the same DSA-Sec commitment — no Secondary 1 Posting choices, no transferring elsewhere after PSLE results. NUS High sits apart from both routes described above: it has no PSLE cut-off at all, admitting its entire intake through DSA-Sec.

What's actually different day to day

Because there's no national exam bearing down at the Secondary 4 midpoint, IP schools use that time differently, and each does it in its own way rather than following a shared template. St. Joseph's Institution structures its IP around a "Core, Apply, Integrate" progression aligned with IB-style inquiry learning. Nanyang Girls' High School introduced a "Fusion curriculum" for incoming cohorts. Eunoia Junior College's joint IP frames the experience around a "World Readiness Programme" and dedicated space for personal pursuits. Raffles Institution and Raffles Girls' School describe their shared programme as broad-based, with room built in for students to develop specific interests and strengths beyond the core academic load.

The common thread across all of these, rather than any shared content, is more room: for enrichment, research projects, overseas exposure, or simply a less exam-compressed pace through the middle years. Assessment along the way is set by the school itself — internal tests and projects against the school's own scheme of work and assessment calendar, not a centrally-set national syllabus. What this means for Mathematics

Because each IP school sets its own scheme of work rather than following a national syllabus, Mathematics inside IP looks different from one school to the next — different pacing, different enrichment topics layered onto the core content, different internal assessment styles. There's no single "IP Math syllabus" to prepare against in the abstract; there's your child's specific school's materials and assessment calendar, which is a different thing to plan around than the standardised O-Level Math syllabus every non-IP student shares.

What doesn't change is the destination. IP Mathematics still has to arrive somewhere — H2 Mathematics at the A-Level for the fourteen schools on that track, or Higher Level or Standard Level Mathematics under the IB for Anglo-Chinese School (Independent) and St. Joseph's Institution. That destination shapes how seriously the foundational years matter: a school that uses its freedom from O-Level pressure to move faster or go deeper in Math is building toward that same demanding endpoint, just on its own internal timeline rather than a nationally-paced one.

The practical upshot for a family supporting an IP student is that generic O-Level-syllabus resources are a poor fit — what actually helps is support built around the specific school's own scheme of work and the specific pace that school has chosen, rather than a one-size-fits-all IP curriculum that, as covered above, doesn't actually exist as a single thing.

Where IP isn't the right fit

This is the part worth being straightforward about, because IP's marketing tends to undersell it. A few honest tradeoffs, not hypothetical ones:

The exam checkpoint you lose is also a safety net. For a non-IP student, the O-Level (or SEC) at Secondary 4 is a genuine reset point — a result in hand, a fresh look at JC versus poly versus ITE, a real decision made with real information about how that student performs under national exam conditions. An IP student doesn't get that checkpoint. If Year 1 to 4 doesn't go the way a family hoped, there's no external, standardised result to recalibrate against until Year 6 — by which point the six years are largely spent.

That risk has a specific worst case worth spelling out. A student who sits no national exam until Year 6, and then underperforms at the A-Level or IB, leaves the whole six-year run with nothing else externally certified along the way; PSLE stays the last qualification on paper. It's a low-probability outcome for a cohort this selective, but serious enough that a number of IP schools quietly build in a check for it: a small Secondary 4 class sitting the O-Level or SEC exam, for students the school judges could use an external result before the final two years. This isn't the parallel O-Level programme described earlier at schools like Anglo-Chinese School (Independent), which is a separate, openly-run track a student joins from Secondary 1. A checkpoint class of this kind is smaller, drawn from within the existing IP cohort, and generally absent from any school's own materials. It also cuts both ways: a student who doesn't do well in it typically isn't the student who continues into Year 5 at that school. Where an arrangement like this exists, it's a question for the specific school directly — IP's general reputation won't tell you whether, or how, it applies there.

Late bloomers lose their strongest argument. Some students do better in Secondary 3 or 4 than they did at PSLE — more maturity, better study habits, a subject finally clicking. In the non-IP system, that improvement shows up in an O-Level result that can open doors a PSLE score didn't. In IP, that same improvement happens, but there's no external exam at that point to convert it into a credential or a changed trajectory. The growth is real; it just doesn't get externally certified until much later.

It is a six-year commitment, not a six-year trial. Transferring out of IP mid-programme is a genuine disruption, not a formality — a student moving from a six-year through-train onto the standard track partway through is switching systems, not just switching schools. That's a real cost to weigh against IP's benefits before committing, not after.

The peer group stays fixed for six years. Non-IP students get a natural cohort reshuffle at JC posting — new school, new classmates, often a healthier sense of where they actually stand after a national exam gives everyone a shared reference point. IP students spend six consecutive years alongside a cohort that was, by definition, selected to be uniformly strong. For some students that's motivating. For a student prone to measuring themselves against peers, six years in a fixed, highly selected cohort with no external checkpoint to reset the comparison can be a harder environment than it looks from the outside.

That fixed-cohort picture is strongest for Years 1 through 4. It loosens by Year 5 and Year 6: some IP-linked junior colleges also take in O-Level or SEC students entering fresh through the Joint Admissions Exercise (JAE) alongside their continuing IP students, so the last two years bring in a real batch of new classmates rather than none. By that point both groups are heading toward the same A-Level and, in practice, settle into much the same routine — the admission route was the difference, not much else once term starts. A few JAE-bound students weigh this deliberately, favouring schools where that JAE intake makes up a larger share of the Year 5 cohort, on the reasoning that more new classmates arriving at once means fewer already-settled four-year friend groups to break into.

None of this means IP is a bad choice — for a student who's already a settled, consistent performer with a genuine appetite for the broader curriculum on offer, it can be an excellent one. It means the decision deserves the same scrutiny as any six-year commitment, rather than a default "if we can get in, we should."

What people misjudge about IP

"IP is simply better, full stop." IP suits a specific kind of student — one who's already a settled performer and values the broader, less exam-compressed curriculum. For a student who might benefit from a mid-secondary reset, the standard route's checkpoint is a genuine structural advantage, not a consolation prize.

"An IP place guarantees a top university." IP determines the route to a pre-university qualification, not what happens after it. University admission still runs on the A-Level, IB, or diploma result a student actually earns at the end.

"Skipping the O-Level makes IP easier." It removes one specific national exam, not academic demand generally. IP schools are among the most selective in the system, and a broader curriculum is not the same thing as a lighter one.

"All IP schools follow the same programme." Each of the seventeen designs its own — there's no shared IP syllabus and no shared textbook, and the actual day-to-day experience varies meaningfully by school.

The one thing to remember: IP's defining feature is mechanical, not reputational — it replaces a mid-secondary national exam with six continuous years at one school, on that school's own curriculum. That trade suits a settled, consistent performer especially well; for a child who might need the reset that an O-Level result provides, it's worth weighing honestly rather than assuming IP is the better choice by default.

A note on accuracy: PSLE cut-off points, DSA-Sec quotas, and even the list of participating schools shift from one cycle to the next, so nothing above should be read as a guaranteed figure for your child's own application year. Confirm current cut-offs and school-specific admission details directly with MOE and the school itself before treating any number here as current. The Secondary 4 checkpoint class and Year 5 JAE-intake patterns described above are neither MOE policy nor something schools publish — they vary by school and by year, and are included here because they matter to some families, not because they apply uniformly. Ask the specific school directly rather than assuming either pattern holds there.
